You can carry voter id cards or any other id cards but most probably you won't need them.At the checkpost at Rangpo(entry point to Sikim) the jawan just gave us a careful look!! No identity checks.
If you travel through a travel agency they will get the north Sikkim permits for you-since you are travelling with a large group its better if you let them know a few days prior to your trip.

I have seen once in Rangpo border post an army of caught poor Indians from the plains who wanted to enter without IDs. I think Sikkim tries to limit labor migration because it has many many illegal migrants from Bihar, Bengal, UP and from elsewhere. They live everywhere, self employed as cheap workforce in building, road construction or laundry, retailing, porter business.
Well off Indian tourists on cars usually go unchecked except additonal permit areas like North Sikkim. Even Sikkimese themselves have to apply in Gangtok for special permit to visit Changu lake or Yumthang valley.

The best way to get concrete answers to your questions is to get in touch with the tourism office. When we plan our trips we do so keeping in mind our own requirements, itenary and group size. One particular plan that may have worked very well with us may not be suitable with the others. The information from tourist office helps you a lot.
I planned my trip to Sikkim last winter in just 2 days-thanks to the Tourism office and Google(exams got over 3 days prior to the trip, after completing the formalities for next semester got back to Kolkata on 7th evening, visited T Office on 8th and left on 9th evening). We had the advantage of a small group
and off season.

Thanks for the offer!!!!!!
And all the best for yout trip

I am of the view-whats harm in getting permit and why getting a holiday spoiled. If govt. has made some rule-lets obey that. I understand that one can manage that but just imagine what if someone bit strict is standing there at checkpost !!

I have gone through this-and thats why writing by my experience that if you know that you will be checked or some document is required-whats wrong in carrying one with us?

It was after Indian takeover of Sikkim in 1975 that is disputed by many Sikkimese happened that Sikkimese themselves have to apply for special permit to visit some areas in their own land.
I don't know what international community would to say to occupation of small nations's lands by big powers. Who has no such sins can throw the first stone...
