Not a scam but it's certainly an annoyance.

Every time I call an Indian cell phone, I get a five to fifteen second ad for something in high speed Hindi or Tamil before the call is put through.
It's all part of the adventure of travelling!

It could be that it is telling you about how you can download the caller tune in your phone if you like it.

Or offer a internet pack for a limited period..

You need to call an indian phone once in a while, I have to do it every day and boy, do I get annoyed or what with it! But then being an Indian, the 'chalta hai' (it's ok) attitude kicks in over a period of time and one tends to ignore the ad till the person answers! (not healthy, I know!)

It's bad enough having somebody else's choice of film song blasted into one's ear as their ring tone.

Stop whining !!

Calls in India are literally free ! Sans the ads, the children of employees of phone companies will go hungry to bed

I usually dial the number and keep the phone in my hand and once the call gets connected take it to my ear to start the conversation. So usually I don't listen to the pre-recorded messages or the ring tone.
