My opinion here is that this is just one of those potentially crappy things that could happen, but you have no real control of it so if you really want to travel to India, you should just deal with the idea and move on.
There've also been many stories of cameras hidden in public restrooms and/or women's changing rooms in department stores in the West. What are you going to do, just stay home all the time?
