It's just the heading at the top of a piece of stationary/business letter/invoice etc.etc. - what does the rest of the world call it? In Delhi any Printer Business absolutely knows this terminology. i.e:

Chief Minister's office
Raj Path
New Delhi, India
tel: 911023

----------------------------------------------

Dear Scamster:

Please stop this nonsense and report to the nearest police station for your own public flogging. Pronto!!!!

Signed,

Your friendly CM.

Letterhead, or letterheading.

Common enough in English English.

Or perhaps it isn't these days when it all goes into a laser printer blank, rather than coming pre-printed...

this is what NOT to do in India. if local people say not to get involved you should listen. Those beggar boys are probably theives too. A little beating was instead of jail. They shouldn't be allowed at all in the station, but the cops allow it because they can make a few ruppees.

Totally agree with sensi, the police in India are to be given a wide berth.

Were these guys in uniform?? That particular bit of info doesn't seem to be contained in the thread??

RPF do hand out beatings to carriage cleaners, shoeshine boys and vagrants. I suppose in place of the fine. It's a bit perverted for sure but it's how it works in India.
Most just get a free shoeshine or their "tip"

Taking smokes of people caught smoking is probably preferable to the 500 rupees fine!!

Right you are. Because already these boys are on the wrong side of the tracks, so to speak. The alterantive is jail or some sort of youth home. But could India afford it? no. You be surprised to find that the little angel has parents that put him up to this sort of thing, begging, stealing etc. Also he's probably involved with a gang of youths run by some adult.
You want justice then put the parents in jail.

Hi all,
First of all Railway Protection Force or RPF as correctly known has something around 40000 personnel whose main job is protecting railway authority (oops) I meant property. There have been instances of rapes, thefts & kidnappings where RPF personnel were there but didn't do anything. Technically speaking, they have no jurisdiction over passenger safety although there have been trying to put up legislations in the past but to no avail.
Personally there was a time about couple of yrs. ago where I was handling a rainbow gathering in Varanasi, had to be gentle with the State Intelligence & the Comissioner of Police when he came down to know how we were doing. This was during the last Ardh Kumbh Mela. Dainik Bhaskar had some vivid stories about me
