Train fully booked on Indian Railway. Is there alternatives in getting train tickets?

My friend was planning a trip to Rajasthan and wanted to take trains instead of bus or hired car. She is however unable to get tickets from the Indian Railway which has a full quota for foreigners but she still wanted to take train.

Is there reliable agents in india that she can contact to secure the train tickets?

she does not have to book a "foreigners ticket." just book a regular ticket. I've never booked a foreigners ticket.

Book your tickets on www.irctc.co.in
There are no agents. Those that are will also book it the same way and charge you a fee.

You can book a regular ticket. Use irctc.co.in and if using international visa/MC credit card then use AXIS gateway.
Don't go for agents.
