There are several private bus operators who have services from Delhi airport to various destinations in Punjab.
There are SUVs on this route as well.

You wont be getting buses at that hour but some cabs can be tried from the airport itself.

Daytime lots of Semi deluxe buses leave for chandigarh not patiala though, you can take a volvo from ISBT it leaves at 10 am and you can get off at ambala from ambala there are Ac buses to patiala by the name of ORBIT(yellow buses).
I suggest you take AC buses unless you wanna FRY yourself from the heat

Ticket from delhi to ambala(VOLVO) is 300 rs and ambala to patiala will be around 60rs in ORBIT a/c buses

You might get direct AC bus to patiala from delhi, but it wont be VOLVO for sure..but regular ORBIT a/c buses again which have cheap tickets in comparison to VOLOV'S.. im not sure about this Route though (Delhi - patiala direct) but 1st VOLVO TO AMBALA is sure shot 10 am

Cya
