A little twist?
Another from Herald. http://oheraldo.in/pagedetails.asp?nid=16565&cid= 2 Yesterday's was from the Union Finance Ministry. Note the piece: "In addition, persons acquiring immovable property have to fulfil the requirements, if any, prescribed by the State authorities, it says."

Hmm. Seems that the Central Government is now passing on some of the FEMA related scrutiny (which should be Delhi's domain) to the State Government in Goa.
Wonder if there are enough experienced/knowledgeable people in the Goa governmenot, or is this going to be more confusion with yet another government department involved?

The State bit was always there, I think. It covers stuff like the states that restrict ownership of land to families belonging to that state.
Would it be unconstitutional for Goa, should the state so wish, to enact that only, for example, resident Indian citizens can buy land? |

I don't think it would. Some states even restrict residents of other States of India from buying land already, usually on ecological grounds, or constitutional ones (jammu and kashmir)
