I randomly volunteer to answer that..

leg pulling can mean one of the two:
- pull a prank over someone, sort of shenanigans...
- if someone makes more progress than you(any others), they will try to bring him down to their level, instead of trying to catch up or try do an even better job.
(The latter, most commonly seen in Indian politicians...)

edit: the 2nd is crab mentality... because crabs do this when some are put in a jar. One will try to creap out of it it, others will pull it back in.

Comes out of a nasty joke on Indians by Indians....

The joke is:

An importer of crabs in the United States was impressed by the latest batch of crabs sent to him from India. They were all alive and came in large jars that did not have an lid or covering at the top. At any time during the transit, they could have crawled out of the jars. But all jars were intact with the stipulated number of crabs. The importer called up his agent in india and asked him how this was possible. "it is simple" said the agent. "these are Indian crabs. If one of them tries to crawl out of the jar, the others will pull him down. This way, none of the crabs left the jars".

This joke reflects the "alleged" mentality of Indians not to let a fellow Indian rise in life.

More common in politics....factions and in-fighting within the same party.

Also affiliated to an alleged herd mentality of indians whereby a person trying to be original and different will notbe allowed to.

in australia we have what is called the 'tall poppy syndrome'. lots of people believe that we don't like to see fellow australians become famous. so when they rise above us we cut them down, like cutting down tall poppies.
can't think of a good story like yours about the crabs, thanks for that, it really makes the expression clear.

Procrastinating, Postponing, Delaying whatever time possible, Keeping everything for the last moment, Not planning or not doing until it comes on their own neck, Not worrying about the value of other's time, simply IST, etc etc etc.... You got it. All means the same. Indians are very good at this.
Why do you think a country of Billion people, nuclear power, IT Giant, multi cultured, multi lingual, what not is still an underdeveloped country? We are still not in the list of Developed Nations. The reason is those words listed above.
