I've not been there, but know enough about Manikaran to wonder if it might be the place. Your comment about the "steam" was what suggested it to me.

I 'm sorry, but you are not right with TN, though. About 2000km too far south.

the picture doesn't ring any 'specific' bells for me, but will try to help narrow things down a bit. The distance from TN would indicate we are looking at northern foothill country which would have to be west of Nepal. I'm a bit more familiar with the HP foothill area and it doesn't look 'right' to me either, so I'd say we are looking at a town on the southern fringe of Uttaranchal. (MT was there last winter, but I'm sure he has HP pix in his bag as well, and this looks too wet for december anyway)
Part of the town appears to be hidden by the greenery on the right, but the lack of motorized traffic (apart from the scooter) would indicate to me that the town is quite small and at least 'once removed' from a RR line and station. Lots of power-lines, however, and the vantage point appears to be from a substantial building -- possibly the roof-top of a guest-house which could well be government run.
any other ideas?

This isn't the traditional view of this place, which is actually quite a large town (pop. 85 000 or so), and rather a famous one.

In fact, the railway line runs across the picture, just beyond the first set of bushes and trees in the distance. Behind me, around 1km., is a very large river. I'm taking the photo from my hotel near the bus stand. By the way, it was taken in August.
