Is this some other part of the Central Forest Rangers College campus?

If so, Govindrao Tawar (Tower?) and Kishor Gore House seem more likely than the CFRC Hostel; and the
CFRC Office and Dy.C.F.(Wildlife) Office seem right out of it.

Nobody has submitted a guess.
Anyway, I think mine is a bit too obscure, since it's just a quiet spot in the trees beside the road leading up from McLeod to Bhagsu.
I brake for Maddur vadas.

You have not been forgotten. I haven't posted a reply because I hadn't found the elegiac tombstone yet. I was at Darj, Dharamsala, and McLeod Ganj last night, but only in the cemeteries. Looked promising, but not quite right as you know.

I could get all starchy and ask which one, the Planter's Club or the Gymkhana Club, but then you'd probably go teary-eyed and start blubbering. Besides, the full sign gives yet another version of the name of what is now recognized (at least in the guidebooks) as the Planter's Club.

No, not in any of those places. As I said, it looked quite out of place, although the surrounding region does have a considerable military history. The way the statue is made provides a substantial clue to its location.
