Yes, its the Amar Mahal in Jammu, winter capital of Jammu and Kashmir.
And Hari Niwas (hotel) is just next door.
This was the residential complex of the Dogra dynasty which ruled J&K till independence. The last ruler was Maharaja Hari Singh.

since sujoy got the ganga part right, i'll tell. I dont know about pipes making up the body, though. I thought it was just made of the mud that's there.
