We've Googled it and found manymany images, not one of which gives the name nor purpose of the building.
The purpose of its construction is for memorial for the three main characters in Silapathikaram a novel which brought out the important role of Poompuhar during ancient times. The three main characters are Kovalan, Kannagi and Madhavi. But now it is used as a rest room for the tourist.

Question @pagalghora

also the door seems to be carved on stone rather than being a wooden door. not able to judge whether the motifs are hindu or muslim designs. to me it appears the lotus design, which goes in favour of hindu/jain. any hints coming? by the way nice pic.
