I have never heard the expression, 'fish scale clouds'. From my Bombay high-school geography, they look like cirrus clouds.

Are your 'fish-scale' clouds the same as cirrus ones? In that case, it has nought to do with an impending winter.

Fish scales clouds is a local term. There is a belief that that these clouds appear before the change of seasons.
