Bringing Dog to US from India

Hey All,
So I am getting a lot of conflicting information regarding importing a dog from India to the US. I am trying to import a dog from Chennai, India. I am being told one thing by the breeder and reading other things online. My question is, can you fly dogs cargo out of India to the States or do they have to be accompanied by a person. I'm pretty clear on the requirements needed to actually import them but unclear as the process in which to get the dog here. Breeder is telling me that India has rules and regulations that doesn't allow for dogs to be sent out of India via Cargo. Only excess baggage. The breeder is also telling me that I need a import permit from the USDA. Is this correct as well? I just don't want it to be time for him to come over here and I don't have all my ducks in a row.

Some very germane threads on this site with excellent information. However, it may be location specific. Also check if any local nonsense comes into play..
