Have just returned from DEL and am able to answer my own question. There is an ATM located on the right just as one exits, India Immigration and Customs. It is inside a brown cabin with a guard standing outside the entrance.

Debit Card Exchange Rate
My friend and I were in India 16 Feb to 14 Mar of this year. We traveled extensively in Gujarat and some in Rajasthan. I was always able to find an ATM...
One item of note... I carried a debit card and used it instead of cashing travelers cheques even though I had plenty. I originally planned to use the cheques or US currency to convert to Rupees. The best exchange rate we could find was Rs 38.5 to 1 $US. My debit card gave just over 40 and there were no service charges. I was surprised. Next time I'll travel with two debit cards and no travelers cheques or currency beyond that necessary to get me out of the airport. The reason for two is so that if one goes missing, I can cancel that and still have a backup. YMMV George |

Can I withdraw money from ATM's if my U.S. debit card is in the Plus,Interlink and Moneypass networks? Thanks in advance.

Withdrawing money from ATMs in India...
My card has symbols for Interlink, Plus and Star networks. I have no idea which worked, but it worked great. As I previously mentioned, my card refunds foreign (that is from other banks, not just out of the country) ATM charges, which can make it worthwhile to get one with that feature.
Mine comes through Fidelity Investments and is a Visa Debit card. Other banks that I am aware of which refund charges are TDNorth and INGDirect, but you should not assume that they either give good exchange rates or do not have extra charges. You should always ask. I suspect that most Internet-based banks have a similar offer. I looked into wiring money to India and picking up it up there. Ungodly expensive. Good luck and good travels. Salaams, George |
