Who can recommend me an cheap hotel - guesthouse or local resthouse in Agartala (no 4 or 5 star hotel) ? Maximun 1000 - 1500 INR (i hope cheaper). How much it cost and were located ?

You can check Ginger Hotel. It will cost you about Rs1100 for a Single room. http://www.gingerhotels.com/index.aspx Use Map finder to locate the exact location. Ginger hotels are a lot better than any other option.
