Arunachal Pradesh permits for foreign tourist

My wife and I are planning to go to Arunachal (Tawang) from Assam in November. Is it posible to get the required permits from Indian Consulate in our home country (Canada)? I have read it takes a while to have them issued and require min. of 4 tourists. Can I just meet up with other tourist in Assam and make a foursome? Is it possible to get the permit in Assam? Any answers please as little info is on the web about this.

I believe you can get your restricted Area Permit at the consulate in Canada but I'm pretty sure you have to pre-book through a government approved travel/tour company in India to get your required/approved itinerary and grouping and thus satisfy everyone that you will not stray and be out within the 10 day window.

Has anyone used Jungle Travels in Assam for tours? Feedback ? Any idea of costs? Do they cater to budget or luxury tourists?

We booked our tour through Assam, Meghalaya and Nagaland with Jungele Travels and we had good experiences with them.
Our tour was about 10 days long and we had a car with driver and an excellent english-speaking tour guide.
The costs were reasonable for the whole tour incl. car, petrol, hotels with breakfast, driver, guide and our permission forms.
