Additional Requirements for Arunachal

The following information/news was forwarded to me in regards to my upcoming trip to Itanagar in Arunachal. Does anyone know if the additional requirements noted are actually in force?

The Health & Family Welfare Department, Govt of Arunachal Pradesh had issued a circular dated 20th June 2009 stating that foreigners and Indians coming from abroad will not be issued entry permit unless they have already been in India for at least eight days prior to their request for the permit. While foreigners are made to wait for minimum eight days before they are allowed to enter Arunachal Pradesh there is no restriction for Indian travelers whether they are coming from Pune, Mumbai or Delhi.

My travel agent also says something about a "compulsory medical certificate for foreigners".

After extensive googling (!) I managed to find this article which talks about the new requirements for tourists entering Arunachal Pradesh:

which mentions that many tourists trying to obtain a Restricted Area Permit for Arunachal were denied one because they are originating their travels in a country which is currently suffering from swine flu.
