Back home in UK now, but I can tell you that there was indeed a prepaid taxi counter at the airport and it was open at 7.30 am to meet my flight from Mumbai. I paid 550 rupees for the fare to CT road in Puri. No problem at all.

From Khurda Road to Puri a taxi would usually cost from Rs-550-Rs 700.
