found a good road map
At a scale of 1:1 000 000, "A Road Guide to Orissa" clearly shows places, roads and distances at a quality I haven't found elsewhere. It is not a topographical map though.
It comes with an Indian-looking leaflet about facts and sights and is published by TTK. I got mine from Amazon.

The Maps publishes by TTK are commonly available in Stationary/Book stores in large cities. These are State specific and of a reasonable quality.

Though no maps are perfect (esp. for 'off the beaten track' places such as Orissa), Nelles 1:1.500,000 series are good (East India for Orissa) and Eicher India and Bangladesh road map 1:1.500,000 is also good.
But these days, the free maps on the Internet are getting better and better, OK, sometimes you need to do a bit of homework and a touch of guesswork, but comparing google maps, wikimaps and google earth normally gets you a great idea of the area.
Here's an example, I'll use Bindu Sagar as an example, Bindu Sagar is a very small lake in the south of Bhubaneshwar, a very good place for a day out, each road leading from the lake is full of surprises, a real must visit area, zoom out or in on any of the maps.

I have the Nelles East India, but the scale is just too large to find most market places in the Koraput area.
The TTK map is certainly nothing fancy, but it does show roads and places in more detail.

getting good maps for india has always been problematic, lonely planet published a " road atlas of India " in the mid to late 1990's, sadly out of print, i am continually amazed how it stacks up against all of the current offerings, especially for minor roads, it's still my bench mark when i am out on the road. Anyone got a copy they want to sell, i would give my first born for a back up copy.

For the greater Koraput district I have 4 distict maps that were published by the govt some years ago. Koraput/Malkangiri/Naburangpur and Rayagada. These maps even give walking paths to villages as well as "on paper" roads that do not really exist as they look on the maps.
It is by far the best map with markings on the main roads for every klm. I do not know if they have been updated but I had to get them from the Secretariat in Bbsr, which department I can't remember.
Whether they are available today I don't know but they are probably the most detailed you will get other than following the roads in satellite photos on Google Earth.
I tried to get the A.P. districts bordering Orissa in Hyderabad but they were not available for security reasons.
