You can add one or two of the tourist beaches of Kerala, but there will still be starers.

Puri is a place of religious significance and it will be considered inappropriate to wear not just bikini, but anything revealing.That should be the end of this discussion!

So now you have got the idea that there is not way you can wear bikini in Puri. But one of the best places to go for it and certainly no restrictions are couple of isolated beaches in gokarna, southern goa, kovalam (its strange there, indian girl in bikini is frowned upon, while for westerners its okie).
There are private resort beaches in kerala near cochin where you should not face any problem.

In their case, it's the other way round, they cannot reveal any cloths. So they are not permitted go to beach with any sort of clothing on.

if u are staying away from crowd say in CT road hotels, u can wear bikinis that too during day or else in your hotel swimming pool
