Just a wild guess. Could it be there at the Sanjay Gandhi National Park or Borivili National Park?

Pandav khada falls
Hello, in navi mumbai you have the Pandava Khada falls in Kharghar, you cannot go close to the falls howvever since they have cordoned off the area. In Panvel youalso get some waterfalls near the Khopoli area.

It could be Zenith Falls in Khapoli. I have been there back in 1998. Had a great time there.

Amar, you are talking about the Pandav Kadaa falls.
Due to their proximity to "civilized" people they attracted many with liquor bottles etc. Some romeos also came to get drunk and tease the ladies. Rumours of rape etc had been doing the rounds... but nothing concrete was done. This culminated in the death of some people due to getting dunked after getting drunk. Story goes that some eve-teaser met with his comeuppance. Some say it was murder. So police cordoned off the area around 1998 (?) and that's that since then.
