Dude.....

u may not b able 2 have a beach party in the city ......... but it is possible to have one on the outskirts of Mumbai city.
There are some good beaches with not much people around.

But u may not be able to hangout out late in the night on the beaches in Mumbai as the local authorities do not permit so and with booze around........ will create more troubles 4 u.

a pub or a discotheque may have its own share of local people ........ but you can book an entire night exclusively for your group ......... but it will be quite heavy on the pocket and would exceed your budget

wot i can suggest you is go for a Exclusive Yacht Party.
Right in Mumbai City ......... in the middle of the water surrounded by arabian sea, overlooking the Gateway of India.............Plenty of alcohol along with food ........ Music of your choice ...... hangout late in the night ...... and whats more ......... it fits well in your budget.

i think this seems ideal as per you requirement ....... an entire yacht booked by you exclusively for your group ...... no locals around .........and most of the Hotels which are popular with the tourists are nearby ie Gateway of India, Colaba.

I'd recommend the JW Marriott poolside for this. Its right on the beach (unlike the other nice hotel bars) and can be reserved for private parties. Should be easily within budget. If its not within budget, there are a few other very nice beachside places in Juhu that can be reserved like Vie Lounge.
