I don't think you can get any car without the driver.
I have used 'Hertz' when I was in mumbai the service is good but a little costly than the local taxi or small time operaters (which are many) |

There are many in Mumbai, but none without a driver.
Hertz is too costly, around 2.5-3 times the normal. You can pick any daily newspaper and you'll get lots of phone nos. and you can call the cars to your home or office. Normal rates are Rs 500-700 minimum for a distance of 80km or 8 hours whichever is less, and after that you have to pay Rs 5-8 per km extra and Rs 30-80 per hour extra to be paid to the driver. Overnight retention Charges Rs 100 for driver. Rate ranges for vehicle and approx Rs 2/km extra for AC vehicle. |

CHeck with your hotel. They can arrange something and the last thing they want to do is upset a customer who may be a good source of referrals.
Another option would be to ask a few hotel workers how much it would cost to rent a driver for a day. Once you have a basic price, you can just go out on the street and negotiate with a taxi driver. Just make sure to let the driver know that you want to go to only the places that you want to go to (no shops that he recommends). Make sure you negotiate the total number of kms, the total time, gas costs etc. and get it in writing. I know it sounds like a pain in the butt, but it really isn't that bad. |
