Setu, finding a hotel with that budget in powai is tough, i suggest you look at Andheri (E) area such as JB Nagar, SakiNaka etc you will find a lodge out there.

There's a Renaissance Hotel on Powai Lake and a Rodas Hotel in Hirandandani .... there may be some offers to keep the price reasonable?
The Renaissance Hotel has one of the best Indian restaurants in the area. |

You can try the Hotel Highway Residency at Bamanwada near the Chakala Cigarette Factory which is 1km from the International as well as Domestic Airport and not too far away from Powai though it is not exactly near to it either. The rates here are about Rs900 for a double room with attached bath and slightly more for an airconditioned room. From Bandra Terminus it should be around Rs60 in an autorickshaw. If your train stops at Andheri station then get off there and take a autorickshaw from the East side of the station and it will cost you about Rs15 from there. Hope this helps.
Cheers, Aadil.
