You know that you can't do it directly, don't you? You have to go thru the Indian Rupee and from there to Dollars. There is no other way anywhere outside the U.S. This applies to all currencies everywhere in the world.

The correct answer is - Only countries where US Dollar is their official currency Ecuador, Panama, EL Salvador, British Virgin Island, Turks & Caicos that I have personal knowledge of.

I am not sure about anything; just giving ideas to check out.

Is Iranian Rial such a cursed, undesirable currency, that no one wants to touch it?

Last resort: Ask inofficial changers.

I had a hunch that it was possible outside the official U.S. some places, but was too lazy to research that. You got me there (like other places too, sometimes ).

I think it is market volatility that scares cambios/exchanges, given the myriad of sanctions. Having said that, (it being late at night and my currency expert is asleep) I think any State Bank of India that deals in Forex should gladly accept it as India is looking to buy IRR
