Pune versus Goa

I am interested in living long-term (6 months in the US and 6 months in India) in Pune (or nearby Lonawala, Talegao, etc.) or Goa (or nearby towns or beach towns). I have much experience with Pune, but very little of Goa.

Can anybody compare these two cities with respect to
(1) Cost of Living
(2) Cost of renting or buynig a 2Br+ modern western-style apartment in a decent locality
(3) Safety and crime
(5) Weather
(6) Access to airport and other cities of India/Outside
(7) Peacefulness and natural beauty
(8) redtape
(9) Markets and shopping
(10) Any other factors?

Does anyone know any good builders in Pune an Goa that offer new construction apartment homes in very good localities of either cities?

Well, for starters Goa is a state (albeit a small one), not a city. So I guess you'd need to be more specific on the latter.

Sorry, to me Goa is so small compared to Maharashtra, it is like a city (it used to be a union territory). But, you are right, I meant Panjim and surrounding cities in Goa compared to Pune.

I am also willing to consider Hindi belt cities that are clean, second-tier, peaceful( is it possible?) and with modern facilities as much as possible.

Pune pros
1) Weather
2) Access to airport and other cities of India/Outside (Close to Mumbai)
3) Markets and shopping
4) Natural beauty : - Lonavala, Like trekking then Harishchandra gadh, Malshejghat, Rajghad torna etc ..
Goa pros
1) Cost of Living ---- Low
2) Cost of renting or buynig a 2Br+ modern western-style apartment in a decent locality --- Less
3) Peacefulness
4) natural beauty
