I am using Skype, and am happy with it. It works well with our BSNL broadband connection. We don't have the fastest connection but it works just fine.

In my experience, it is one of the easiest and safest way to transfer money, whether from or to India. There are lot of Western Union agents available in Chennai, including Alwarpet. The only downside to it is the high rates of commission, which you can probably save through Bank Wire Transfers.
