So sorry for this silly question !!!
Does "servant quarters" mean a maid in included with the rent ? or the house has a servant quarters so eventually a maid can live in ?

Only that there are independent "quarters" for the maid to stay. You need to get (and pay) for the maid separately.

it means that the apartment has a room(s) for the servant....but, no, the servant is not included
