I always tell my bank, before leaving, that I'll be using my ATM card in India; never had a problem that way. I also tell the Visa folks where I'll be, in case I want to charge something.

You might want to try that before your next trip out of California.

You don't necessarily need to open an Indian bank account if you plan to stay in India long-term. Bank of America, for example, has numerous locations in all the major Indian metros and several locations in some of these cities. Ergo,if your ATM card got lost, stolen or otherwise eaten, one could still go to their bank and get additional cash out via the teller, one just wouldn't be able to withdraw cash out after hours thru an ATM. It also takes about 3 weeks to recive a new card when out of the country - annoying but depending upon the bank at least you'll be able to withdraw money without problem despite the temporary inconvenience.

'Dip in and out' and straight 'swipe' slots are increasingly the normal offering in ATMs world-wide. Much less stressful, when you realise they can NOT take your card; though it may still be temporarily disabled.

The usual preventative/solution to your woes is to notify your card issuer - IN WRITING - and by phone; before - well before; you leave your home country - that you will be using your card in India. (AND demand an acknowledgement).

ALSO - be aware that some accommodation transactions involve your bank -'quarantining' largish sums to cover potential debits.

Good Luck,

I could not look up the RBI circular now (on net), but when my HSBC card was retained at an HDFC ATM some months back, they referred about some RBI circular - so that may be some thing which this guy had at the back of his mind! The issuer has nothing to do, and the bank whose ATM is being used, simply destroys the card.

Well, then even if the card would have been with OP (not retained by Axis ATM) - that would not have helped. It's his bank which had a goof up, and not Axis.
