You can get married in any country - India/Belarus/USA and as long as you have a legal document that proves marriage, I am sure the countries will accept it (don't know about Belarus).
Also don't know what you exactly mean by "making the relationship official".
In India, once you get a marriage certificate/X-Visa/PIO/your-name-on-hubby's-passport-as-spouse on the basis of marriage, you can say your marriage is officially recognised.
About Belarus you might know better.

Sweet_Lana,
narendra.d (as usual, I might add) nailed your specific questions. You do not need anything beyond the marriage certificate to make it official - in India, Belarus and in the US. Some countries have additional procedures, e.g. Germany with the familienbuch; Japan with something similar, that maintain the genealogical records of the family. As far as I know, India does not have such a thing; you'd know better for Belarus itself.
For the US, depending upon what type of visa your future husband has, there may be additional rules that apply to availability and type of visa choices - but that has little to do with how / where you marry. I am not knowledgeable about whether it might be advantageous for you (from visa perspective) to visit the US and marry here, but that might be something you investigate.
All the best with the wedding and life beyond...

Sweet_Lana, Congratulations and all best wishes for your happiness.
I think you have the practical information you need. Some countries require their citizens to inform if they marry abroad. I guess you'd know if that applied to Belarus, but perhaps better to some googling just to check.
Otherwise, these things I know from practical experience: India doesn't and UK doesn't.
Main thing is deciding what country you both want to live in, and what country you want to marry in. When I last looked, the British situation on visas and marriage is a little complicated.

Narendra, making relationship oficial = being a legal wife
