I found this forum today and it has been very informative but I need some specific information. I have been married to an American girl for the past 2 years and we have been living In the UK for the past 2 years. We are moving back to India permanently at the end of Oct since my visa in UK is finishing. We applied for her PIO card at the Edinburgh embassy 9 weeks ago and still haven't received anything yet. They say that since she is an American passport holder they are waiting for clearance from Indian embassy in America.
We cannot apply for an entry visa from UK since that is going to take longer and since she is an USA passport holder a clearance will again need to be obtained from Indian embassy in USA.
So can she travel on a tourist visa to India and then change it to an Entry visa from the FRRO?? Any help would be appreciated since I am quite worried about it.

NO. Tourist visa cannot be changed to X visa within the country. There is no impediment that she follow you on the same flight is it ? Also do keep pestering the VFS/Consulate on her PIO status.
She can fly to NYC (or her nearest eligible consulate) with marriage certificate photocopy, your passport photocopy & relevant other documents, and she'll probably get her X visa in few days.

I was going through the other posts in the forum where people seem room have arrived in a tourist visa to India and changed it to an entry visa. Can that not be our case as well on the grounds that she is already married to me??

In your case you are already married, hence conversion is not possible.
In the other cases that you are referring to, they came here on a T visa to get marrie, hence the conversion was/is possible.

The reason why its taking so long for the pio is the Edinburgh Embassy is waiting for clearance from the Indian embassy in San Francisco. I don't know why its taking so long for it but I am quite worried since my visa finishes end of October, her visa in the UK finishes as well since she is on an dependent visa with me. I though I could get her to India on a tourist visa and then change it to an entry visa through the local FRRO in Kolkata but apparently that is also not possible.
I looked through the vfs uk website where the entry visa is ony for employment and studies and i saw the Long term 5 year entry visa as well which also says maximum stay of 180 days per visit. I am totally at a loss here and don't know what to do or how to go about it.
Any other suggestions would be very helpful....

Thank you all for your support. After reading quite a lot of posts on this forum and emailing vfs I applied for a 1 year entry visa for my life last Thursday. I stay in Glasgow but I went up to Edinburgh to apply since it gets processed quicker and surprisingly my wife got the visa in 4 working days. I picked it up yesterday from the collection centre in Edinburgh. The ghost photo looks new thing on the visa. So at least now we can make it to India..in the meantime the pio card application is still under process and it's now been 3 months. I have redirected my mail to a friends house in uk so that they can get the pio card for my wife and then sent it to India. Hopefully we will get the pio card within the next year..
