Italian job

An Italian friend (based out of Milan), into software development has been unfortunately phased out of a job, he's keen to move to India since most of the action is taking place here.
Software is just not my scene and am wondering how i could be of any help to him, any advise on this is appreciated,

What kind of software & how many years of experience? How is his proficiency in English?

Too many people here in this kind of application & too much competetion. All software companies employ such engineers for interfacing so there is no harm in shooting off applications to some. Italian embassy in Delhi has a website so there must be some one to maintain that as well as enrich it, your friend can try his luck there or look up some NGO's with websites.
