shashukul gustor - changtang - restricted area permit ?

hi,

shashukul gompa/village is in changtang area near the chinese boarder and was always not reachable for foreigners, not even with a special permit.

who can advise, how and where i could try and find an exemption of this rule, e.g. a permit in order to visit this area and cover this monastic festival ??

any contact, name, organization or individual would be helpful for me.
