I went up in August this year last...i know its only been barely 3 months , i am hoping that the following stretches have improved

Hi
I travelled to Chandigarh last Sunday.
Going out of Delhi is easy if you start around 5.00 am.
The Panipat flyover is a blessing.
Ambala to Zirakpur was cool, no stoppages at all.
Zirakpur to Panchkulla - Kalka traffic is slow as usual.
If somebody is Traveling Delhi to Chandigarh, the entire route is great now.
While coming back jams at the Delhi Bypass as usual.

4 Hrs 30 minsBecause of the new flyover it's easy to miss the right turn to take the Kalka-Shimla Road from the Ambala Chandigarh Road. There are no signs yet, so be carefull not to get onto the flyover after zirakpur to take a right turn onto the Kalka Road.
Styler, do you know if the flyover on SH 31 (Shahabad Markanda to Saha) is ready and open yet? Two years ago it was supposed to be 6 months before-due-date.
If it's open, that's a much better way to get to Panchkula, completely bypasses Lalru/D. Bassi/Zirakpur.

The drive up took me 9 hours , primarily thanks to 2 solid jams at Sonipat and then Karnal , the road condition is otherwise good , Ambala to Zirakpur has become pretty quick thanks to the flyover and the new road.
The Zirakpur - Kalka stretch is still pretty slow.

Rohtang pass from Manali road
November 2008, 13th of month. perfect conditions, dry, sunny, clear, and reasonably warm. lower section to over 9,000 feet ( 3,000 meters ) mostly paved, decent. above that starting to get some dirt, broken pavement, signs of recent landslides, small ones. places where road is only one lane.
after river crossing around 12,500 feet, at big rest area, road more and more dirt and stone only, often narrow, small amounts of water in some spots. there was some road work going on in one place with bulldozers, clearing large rocks and widening road in that spot. They are making it two lanes, but it's slow going.
at top of pass there had been recent snow, but clearly at least a week or two earlier. No snow on road at all. Temp. at top close to 0 degrees centigrade, and windy also, but otherwise pleasant. visibility excellent. This is a good time of year to go, before road is closed but after busiest traffic period.
descent was also scary. My driver called these conditions "lucky". On the way down we had to stop for over half hour while they did the road work. I was in a small van, sitting in front. I got a lot of photos and a bit of video.
