Do individuals still need permits to go to Nubra Valley or around Tso Moriri and Tso Kar ? I heart that 4 individuals are legally becoming a "group" . Is that working on right now ?

india-welcomes.com is quite right. Many of the agents on Hill Fort Road will get the permit for you. Last year it was Rs100 and they charge about Rs100 to get it for you. Last year I trekked to Tso Kar from Hemis and nobody checked my permit. But on the bus to Nubra you have to go through several police/military checkpoints and they all check the permit.
