PangongTso lake - anyone been restricted from visiting it?

According to this press report, there seems to be frequent incursions by Chinese troops around this place. To quote the article: "The sector is witnessing aggressive Chinese foot, motorised and boat patrols. On March 23, for instance, Chinese troops in a vehicle-mounted patrol crossed over into our territory on Pangong Tso's southern bank and stayed there for some time with impunity before going back.."

Anyone been there and seen the Indian army restrict tourists from visiting the whereabouts?

I haven't heard anything like this. In any case, tourist normally do not go more than 4-5 kms, so I guess border is quite far off compared to tourist spots which are at the beginning of lake. I had no problem in my 3 visits nor heard such military intervention. I would say, trash the news item and visit the place.
