Then do you know if the same can be obtained from any other metros in India? I remember I required permits to visit Arunachal Pradesh which I got from Arunachal Bhavan at Kolkata.
Is there same process followed in this case?

Get in touch with a travel agent or hotel in Leh and they will arrange it for you for a fee.

Even Iam Planning Leh In this April starting from Srinagar somewhere around 10th By Road,Willing to visit Khardung La, Tso Moriri, Pangong and other beautifull places, I guess Road via Srinagar might be open due to heavy Army movements in that area ( I May Be Wrong )

Last year Srinagar-Leh was cleared on April 16th . That was a record , and not an inspiring one : it was open for a single day , and then closed again for a week.

OK, you need both the Chang La and the Kardung La to be open...any of the GHs can tell you if you email them. My understanding is that the Indian Army keep the Chang La open year round, and that this 'probably' applies to the K/La also - because the sensitive Nubra Valley is the pathway to the Siachen Glacier front line.
Both passes are very high, both about 5300m, and very subject to weather systems passing over. Storms can delay passage for days at a time; not just snowfall, but rockfall and land slippage are also major threats.
In fact, the journey over the passes are quite a thrill in poor weather...gangs of Biharis work the road in large numbers, the air is sharp and very cold, the army adds character, and the views over the nearly ranges are wonderful.
Tangste for Pangong and all of Nubra are low enough to be pretty safe to sleep in, Nubra being very low at 3000m or lower; the lake is about 4300m - quite a stretch from Leh, I recall spending an uncomfortable night there at Spangmik couple of years ago. The lake is very special, in a natural way...it freezes in winter and that place is extremely cold with a biting wind. Tough people live out there. Great birdlife also.

Interesting point , but definitely not below 3000 : the Shyok river fork is at 3100 , Diskit gompa just below 3300. Alchi is also 3100-ish , a good place to spend your first nights if you are struggling with the altitude shift. It will be my first trip to India this year, and I have been advised to take things easily, visit only a few places and take the time to enjoy them. I was considering taking a trip to leh for one week, flying from Delhi. Do you think that this is a reasonable amount of time to spend in Ladakh in this season (I will be there in mid april)?
I thought that Leh could be a great place to take a yoga class. Has anyone tried this out / could give some advice?
I understand that most of the internal roads are open in Ladakh even during the winter. What is the best way to travel around?
