You have to reach delhi first. From delhi you have lot of options. You can go by bus from delhi. There are HPTDC AC Volvo bus from Delhi to Manali As well you will get lot of other private bus option. If you want to reduce the bus journey then from delhi you can go upto Kalka by train and then you can take a bus from there or you can hire a cab. Kalka to Manali is around 290 km. Delhi to Manali is 560 km.

If you do not get snow in Manali you will get it at Solan veley and surely at Rotang. But not sure you can reach upto Rotang during January.

If you want snow you have one more option that is Auli in Uttaranchal. During January you will definitely get snow there. But again as the altitude is around 3000m it will be very cold. But one thing which you will get at Auli is cable car. The cable car route joins Joshimath to Auli and the distance is around 4.5 km. This is really a spectacular experience going on a cable car when there is snow and snow below.
