It won't be too cold but depends on what you are used to. September is considered to be good time to be there.

Snow capped mountains can be views from higher reaches of Manali. Some snow peaks can also be viewed from Manali itself. Weather would be perfect for a visit.

As it is currently snowing at Rohtang, though not a normal weather condition, you can touch snow at Rohtang if the weather does not become hotter.

Snow at the Rothang now , first snows same time last year...

Short lived though : even in Leh night temperatures are above the freezing point right now.

Road leading to kinnaur and upper shimla is blocked due to heavy rain and landslide. Its again snowing heavily at Rohtang and higher passes. With rain all around Himachal.

weather in manali always remain cool. though in september there is not much of cold. if you are lucky then you might see some snow there. depends upon weather condition. but its sure you can see snow at rohtang pass. and some other high spots.
