It may not snow in Manali in December beginning, but you can go higher up and find snow. Skiing in December is again suspect - more experienced members can give a more accurate view and suggest any places higher up where skiing is possible.
On the clothing - while you can buy when you reach there, carry atleast one set so that you don't freeze on recahing there. If you are passing through Delhi and have some transit time, you can easily buy from Delhi (near the station).
The skiing at Manali in winter, is at Solang. In mid December there might not be enough snow for skiing, of course you will need some heavy woolens, if possible take some thermal inner wear.
At Solang when there is no snow, you can do zorbing (a giant ball with room for 2 people which is rolled down hill), paragliding, parachuting and horse riding. A ropeway was recently opened
