Try this HPTDC service for some more options and quotes
http://www.hptdc.gov.in/planyourtrip.htm

If you are flying in from Mauritius, it will not cost that much extra to do your flight upto Chandigarh instead of Delhi, this will save you an extra 4-5hrs road journey.

I think one day is more than enough for Shimla, there are much better places in Himachal.

I was there in April. If you want some ideas, go through my recent trip report

http://www.indiamike.com/india/himachal-pradesh-f29/i-love-himachal-in-the-springtime-long-trip-report-april-2011-a-t135084/

Once you finalise your itinerary, you can also contact travel agents in Delhi / Chandigarh and get some more quotations.

What kind of vehicle are they offering you?

The Shimla and Dalhousie hotels are basic budget hotels and you may not feel good staying there seeing what you are paying..
