Where can I obtain a NOC for my pet if arriving in Kerala

Hi

My name is Terry and I have a cat which i am planning to bring from the UAE. I was asked to obtain a NOC from India and where can I make the arrangements for that and is there anywhere I can get it done in Trivandrum / Kerala.

Thanks for the reply in advance and please consider this as an urgent request as my travel date if within 2 weeks from now.
