I don't know exactly which settlement you are talking about.

Is it the one near Madikeri?

see this site : http://palyul.org/eng_resources_visit.htm

be aware that officially a PAP is required (protected area permit)

Indians don't require PAP.

The main Tibetan settlements in Karnataka are :

Dhondenling Tibetan Settlement near Kollegal (Odeyarpalayam)

Rabgyeling Tibetan Settlement near Hunsur (Gurupura)

Doeguling Tibetan Settlement in Mungod.

also Bylakuppe near Kunhalnagar.

I've never visited the Mungod settlement but for the 3 others, I took a bus in Mysore.
