Need transport rate from Jammu to Katra.

Private Car - ????

Just Outside Jammu Railway Station, you'll find plenty of Shared Sumo Taxies, Buses that go to Katra. They leave every 5 minutes or so....

Taxi would be cheaper if you share, costing around 130 each or if you want to hire one for your own it will be around 700-800.
For a Private Car you will be able to shed out around 2000

I have been to Vaishno Devi in all sorts of seasons. One day was so peak demand day that there was a waiting of 24 hours at Katra...
Even then Jammu-Katra buses/Jeeps were available in plenty.
