Just want to explain that there are places in the province of jammu and Kashmir which are even nicer then Himachal pradesh. And no single tourist ever comes there

Look in and around environment of Kisttvar and don't get scared of all the millitary presense. once you're out of kistvar the millitaries will be less present. Only problem is that everything is real primitive though. Facilities like in Manali donot exist.

During 80's, some of my fellow trekkers used to recommend me to do a round trek in the Kistawar region via Sinthan Pass and Morgan Pass. Now a days, I don't hear much about this trek. Is it due to this area being declared out of bound for trekkers?

The Govt declared it as "out of bound"?? Not to my knowledge.

Trekkers are afraid [rightly so, innit?] hence declared it so?

Few incidents [3]? of road building workers in Chamba being massacred by terrorists across the distt border [Doda] have been reported in the papers [last one in 2005?] so people are apprehensive. Guides and porters may not readily come unless offered pretty high fees.

YHAI had their standard treks across Sach, Synthen and Margan Passes till about 1986. I don't know the "progress" after that.
