Pangong Lake Permits
I'm planning to travel to Leh in September with one other person. I've heard you need at least four foreigners to get a permit to visit Pangong Lake. Are there tourist agencies in the town that can arrange for people to make the trip together?

Just go to any of the travel agent in Leh and they will help you either arrange a group trip with the necessary permits or would help you get the permits by clubbing you with other travelers and then you can travel with or without them.
