I got phone numbers from this very forum, and some by searching on the net.
I just called up the hotel and made confirmations.

Yes Mount view had central heating, it wasnt in use in September, but I am sure they will provide that service in December.
In December, its highly unlikely that you'll get mount view for 1200 bucks a night as its the winter tourist season.

Still, you can always bargain
