Info flights from Vietnam to India, Visa for India, is monsoon in north of India

Hi there,
1.Can anyone assist on whether there is an airline that flies from Hanoi or Ho Chi Ming City in Vietnam to New Deli in September.
2.Can you get an Indian visa in Vietnam?
3.It is monsoon in India during september, therefore was thinking of heading north which may not be as affected by the rains, am I wishful thinking?

For flights Vietnam Airlines does not have direct flights to Delhi as of yet, so your best options are flying 1) Singapore Airlines, Thai Airways, Malaysia Airlines, Air Asia X ...
