You might scroll down to the bottom of this page, where you will see several similar threads, including at least one about getting married in Goa.

Be sure to find out what you have to do for this marriage to be legal in YOUR country.

Suggest you google for one of the travel companies that specialise in Goa weddings. They would not be allowed to advertise on this site.

Strongly recommend that you do the legal stuff in your own country, with whatever ceremony you want in India, or you may face a future of trying to persuade people that your unimpressive piece of paper actually is a valid, legal, genuine, Indian marriage certificate.

Unless at least one of you is resident in India, there is no point in doing the legal stuff here; it is not fun, just hassle!

I sure agree with you Nick-H. Unless one of you is not a resident or citizen of India, it is not worthwhile to undertake a lot of international formalities which may in the end prove to be futile.
It would make more sense to have a legal wedding in your own country and only have a symbolic ceremony of whatever hue one wants in India.
India has many different marriage laws and it is a pain trying to figure out which one is applicable in inter-religious marriages, let alone marriage between foreigners on Indian soil.
